Market Scan

An initial high level market scan was conducted early this year in identified project districts of the six project states. Subsequently, a meeting was held between A4e and NIRD at NIRD campus, Hyderabad on 11th October, 2011 wherein it was suggested by the Deputy Director General, NIRD to replace the identified project districts with most backward districts of each state choosing them from the list given in the NIRD Manual for Planning and Implementation of Placement Linked Skill Development Projects. As a result, a high level market scan was conducted again for districts selected from this list. The scope of the market scan has been to understand the workforce demand of the industries and skill courses that need to be run to meet this demand. The Market Scan is a prelude to the implementation of the project in six states. The market scan has captured industry responses, market dynamics, skill-set requirements, end-user views on training/curriculum, and operational linkages for implementation. 


Objective of the Market Scan 

The primary objective of the study was to study, assess and identify the potential livelihood options for the underprivileged youth in the age group of 18-35 in the identified priority districts and adjoining catchment areas in the six states- Bihar, Orissa, Jharkhand, Rajasthan, Maharashtra and Punjab.


Secondary data collection

Secondary data was collected from various websites, journals, reports and articles. The data from these sources helped to identify district and state’s geographic, demographic and economic conditions in general, skills mapping, employer mapping, training providers mapping. The whole process determined various sectors existing and emerging in the districts. 


Skill Mapping 

Skill mapping was done to gauge the skill gap in the area, the demands and opportunities of the local industries, skill based job availability and interest of the learners. This was basically a desk research. A random selection of local industries was done for skill mapping. Major players in the potential industries like Construction, Health Care, Hospitality, Retail, Securities and IT were chosen. 


Employer Mapping

Data was collected on the local industries, its current workforce requirements and prospective ability to absorb trained and certified people. The research involved desktop research as well as interaction with a selected sample size of local employers (Recruitment and Placement agencies). Employer mapping of the existing local industries was done with an expected projection of the current and projected workforce requirement in the identified entry level trades. A complete listing of the employers with contact details has been made to generate an A4e Employer Engagement Network (EEN).  


Training Providers Mapping  

As assessment of the different potential training providers in the area was done with regard to the industry standards and explore capacities of additional capacity building needed if any for the training providers. A service sector matrix analysis was done for understanding the current and projected requirement in the project area. 


Analysis of the data

After data collection, an analysis was undertaken to understand the economic situation of the districts of the selected states. 

The following states and districts were selected for study of the skills gap and implementation of the project.
